Noise Standards
Berkeley residents and businesses must adhere to noise standards. Apply for a sound permit or report a disturbance.
The City of Berkeley generally regulates four types of noise according to Berkeley Municipal Code (BMC) standards:
- Amplified music, televisions, or speakers
- Construction, contractor, and household
- Domestic power tools and machinery
- Animals
Amplified Music, Televisions, or Speakers
You must apply for a permit to have amplified sound (such as speakers or a PA system) at your event. Complete the Sound Permit Application Form and submit to envhealth@berkeleyca.gov at least 30 days before your event.
Outside the context of an event, sound-producing devices—such as radios, TVs, loudspeakers, and musical instruments must not violate the levels set in the BMC when played.
Construction, Contractor, and Household
Noise from construction is allowed from 7:00 am to 7:00 pm on weekdays, and 9:00 am to 8:00 pm on weekends and holidays. There is a maximum sound level allowed for interior noise and exterior noise for different zones where the machines are running.
Domestic Power Tools and Machinery
Powered tools such as saws, sanders, and garden tools can be used from 7:00 am to 7:00 pm on weekdays, and 9:00 am to 8:00 pm on weekends and holidays within the limits of the BMC. Gas-powered leaf blowers are illegal in Berkeley.
Animals
Excessive noises originating from animals, including pets, e.g. barking dog, are referred to the City’s Animal Care Services Division, and can be reached by calling (510) 981-6600.

To report a noise disturbance, identify the source (if known) and complete a Request for Service form.
