Online Registration - Guide to Getting Started

Create a user account using the billing code(s) from the enclosed billing statement(s).

If you are a first-time user, click on “Register” to request a temporary password and create a user account.

To receive a temporary password, you will need 1) your billing code (located on the upper right-hand corner of your annual registration statement), and 2) a valid email address that is ON FILE with the Berkeley Rent Board.

You will not be able to create an account if you have not first provided an email address to the Rent Board.  If you are not sure whether the Rent Board has your email address on file, you can call our office at   (510) 981-7368 and ask for the Registration Unit. You may also email the Registration Unit at RSBRequest@cityofberkeley.info; be sure to provide your billing code and the property address that you are trying to register in your email.

Once you receive your temporary password, you will be directed to change your password, agree to the user terms of the website, and confirm your user details. Please note that Passwords must contain a capital and a lower case letter, eight (8) characters, and may not contain your User ID or your Billing Code.

Click on “Manage Profile” on the Home webpage (or on “My Profile” in the upper toolbar) to review your contact information. You can use “Edit” to update your contact information.

Click on “Manage Property Registration and Pay a Bill” on the Home webpage (or “My Properties” in the upper toolbar) to 1) register tenancies (file Vacancy Registration,” 2) register a formerly exempt unit, 3) claim an exemption, and/or 4) pay your bill online.

When you click on “Manage Properties,” you will see the list of all properties associated with the billing code used to set up your user account.  If you do not see all the properties that you own/manage, it is possible that the other property has a separate billing code associated with it.  You can check your billing statement or call the Rent Board for assistance.

You must click on “Review and Update” for ANY PROPERTY that you wish to register online.

After clicking on “Review and Update,” you will see the list of units on the property, as well as their rental statuses.

You must either 1) confirm all existing unit/tenancy information, or 2) make any necessary changes using the “Update Unit Status” or “Register New Tenancy” buttons for each unit.  After making all changes, you can click on “I have reviewed all the units for this property” and then press the “Add to Cart” button to pay registration fees.

Preview the tenancy information to confirm that it is the current tenants for each unit and the information is correct.

Please note: To change the tenancy information of existing tenants, you must contact the Rent Board directly at 510-981-7368 or email at rent@cityofberkeley.info.

Make sure you review all your changes before clicking on “Update.” Once you submit the new tenancy information, it cannot be updated online; you will have to contact the agency directly to make changes.

Upon completion of the online Vacancy Registration, you will receive a rent validation report via email.  A rent validation report will also be sent to your tenant via email and followed up with a paper rent validation report that will be mailed by Rent Board staff.

If you have more than one property, you can then click on “My Properties” in the upper tool bar to go back to your list of properties; you can then proceed to view and make changes to your other properties.  You must add each property to the cart before making payment.

1) REGISTER NEW TENANCY

Click on “Register New Tenancy” to register a new tenancy (file a Vacancy Registration form online).

You will be directed to a page where you must provide all data associated with the new tenancy.  You must provide a valid email address for at least one tenant in order to file the Vacancy Registration form online.

Make sure you review all your changes before clicking on “Submit.”  Once you submit the new tenancy information, it cannot be updated online; you will have to contact the agency directly to make changes.

2) UPDATE UNIT STATUS

To register a formerly exempt unit:  Click on “Update Unit Status” for the unit you wish to register. If you are registering a formerly exempt unit, you will be asked if new tenants have been selected. If a new tenancy has commenced in the unit, select “Yes”; you will be directed to the new tenancy registration page.

To claim an exemption:  Click on “Update Unit Status” for the unit you wish to claim exempt.  Please be aware that all claims of exemption will result in the adjustment of only the upcoming year’s (2018/2019) registration fees. If you claim an exemption and you feel that additional adjustments should be made to your account, you must contact the Rent Board at 510-981-7368 (RENT) or by email at RentBoardOnline@cityofberkeley.info. Additional account adjustments cannot be made online.

Please note: Similar to claims made through our standard forms, all exemptions claims made online will be verified by Rent Board staff.

3) ONLINE REGISTRATION PAYMENTS 

Add property (or properties) to your cart for registration payment. If at any time you wish to review which properties you have added to your cart, click on “Cart” on the upper toolbar. If you have multiple properties, you must add each property to your cart to pay for all of them at one time. While adding each property to your cart, do not forget to review all of your units to make sure all of your tenant information is updated. Repeat the process below for each of your properties to add them to your cart:

1) Click on “My Properties” at the top of the screen

2) Then click on “Review and Update” for one of your properties.

3) Then check the box next to “I have reviewed all of the units for this property,” and then click on the button “Add to Cart” to add the property to your shopping cart.

If you have more than one property to register, you must go back to “My Properties,” choose another property to review, and add each property to your payment cart by clicking on “Add to cart.”

Edit your cart.  You may pay 1) only registration fees, or 2) registration fees AND any penalties that are due. If your account shows penalties due and you wish to pay only your registration fees, then you must click on “Edit Cart” and click on “Fees Only.”  Click on “Submit” to launch to the online payment portal.

Select Payment Method.  You may pay either by E-check or by VISA/MasterCard.  The transaction fees associated with each payment method are as follows:

Click on “Pay Now” to review your transaction details.   

Click on “Submit” to launch to the online payment portal.  You will receive confirmation of payment and your receipt numbers by email.
