The City of Berkeley Health Officer has ordered all residents to shelter at home, leaving only to receive or provide essential services, starting 12:01 am on Tuesday, March 17. PG&E is reporting a widespread outage affecting thousands of customers in Berkeley and many City buildings, including the Finance Customer Service Center and the Permit Service Center. Call respective City services for further details, or check the PG&E outage page. Power is expected to return by 12:45pm. Traffic lights that are not working should be treated as a four-way stop sign.

FY 2020-2021 REGISTRATION INFORMATION 

ANNUAL REGISTRATION FEES OF $250 PER UNIT ARE DUE WEDNESDAY, JULY 1, 2020. 

The Berkeley Rent Board adopted a registration fee of $250 per unit for the 2020/2021 fiscal year.  This is the same fee as last year.  The Rent Board also authorized, with proper notice, the pass-through of up to $10.00 per month to tenants where the tenancy began prior to January 1, 1999.  The Pass-through section below has more information.  In addition, the Board authorized the continuation of a program/mechanism that allows certain low-income tenants to be reimbursed for the pass-through. Our Pass-through Reimbursement page has information about this program.  

Due to the Shelter in Place Order issued by the Berkeley Health Officer as a result of COVID-19, the Rent Board office will be closed until at least May 31, 2020.  The office will re-open when the Berkeley Health Officer deems it safe to do so.  Please check the City of Berkeley's website  for updates on the Shelter in Place Order.  

The Shelter in Place Order does not affect the requirement to register or the payment deadline.  The Rent Stabilization Ordinance requires that payments not received in the Rent Board Office or postmarked by the due date be assessed a 100% penalty.  The Payment Options section below has information on how to pay the registration fee.

 Payment Options

Online Registration. Owners who wish to pay via credit card or e-check may do so using our Online Registration option.  You can also register a new tenancy using the online portal.   

First time users, we strongly recommend that you read our Guide to Getting Started and Frequently Asked Questions.  

U.S. Mail.  Owners who choose to pay by U.S. mail must pay by check only.  Please note that the City of Berkeley does not accept credit card information by mail.  Payments postmarked by July 1, 2020, will be considered timely.

Registration Fee Pass-through

The Board has again authorized a direct pass-through of up to $10.00 per month for 12 consecutive months only for tenancies that began prior to January 1, 1999.  This pass-through is not automatic.  Landlords must first pay the 2020/2021 registration fee as well as any outstanding fees and penalties, and give the tenants at least thirty (30) days written notice.  A copy of this notice must be filed with the Rent Board.  The pass-through cannot begin prior to July 1, 2020, and must terminate no later than December 31, 2021.  The increase shall not result in a pass-through of more than $10.00 per month to any tenant.  Please see Resolution 20-05 and our Pass-Through Form and Instructions for more information.
