Rent Stabilization Board

ANNUAL REGISTRATION FEES OF $250 PER UNIT WERE DUE WEDNESDAY, JULY 1, 2020. The Rent Stabilization Ordinance requires that payments not received in the Rent Board office or postmarked by the due date be assessed a 100% penalty. Rental units must be properly registered in order to take rent increases and/or evict tenants.

Under Berkeley Rent Board Resolution 20-14, owners whose late payments are due to financial impacts of COVID-19 are eligible for a full waiver, provided they pay all outstanding registration fees by September 30, 2020. Owners must also submit a declaration stating that the late payment was due to the financial impact of COVID-19. Financial impacts caused by COVID-19 include:

• A material decrease in business income caused by a reduction in hours or consumer demand (including non-payment of rent for an existing tenancy).
• A material decrease in household income caused by layoffs or a reduction in the number of compensable hours of work.
• A material decrease in household income caused by caregiving responsibilities.
• Material out-of-pocket medical expenses.

For questions about the registration status of your property, please call us at (510) 981-7368 and leave a message. Your call will be returned by a Registration Unit staff member.

Due to the Shelter in Place Order issued by the Berkeley Health Officer as a result of COVID-19, the Rent Board office remains closed. The office will re-open when the Berkeley Health Officer deems it safe to do so. Please check the City of Berkeley's website for updates on the Shelter in Place Order.
