The City of Berkeley has developed a pilot program designed to increase public safety and reduce conflicts between people walking and people biking and between people driving and people biking. The project's goal is to better inform people who walk, bike and drive that the Berkeley Municipal Code requires that bicycles be walked on the sidewalk or ridden on the street with traffic flow.   

The Shattuck Avenue corridor between University Avenue and Kittredge Street in downtown Berkeley has been chosen as the pilot area. The program includes mounted traffic signs, sidewalk stencils at curb ramps, posters and police enforcement.  If the pilot is found to be successful, the program will be extended to other areas of Berkeley demonstrating a substantial number of pedestrian-cyclist and motorist-cyclist conflicts.

The “Walk Bikes on Sidewalk, Ride Bikes on Street” Pilot Program has been developed by the Office of Transportation in conjunction with the Berkeley Police Department, the Bicycle and Pedestrian subcommittees of the Transportation Commission, and the Commission on Aging and Disability.

As part of this program the City developed a campaign poster, informing people on bicycles to be courteous to others.

California Vehicle Code Bicycle Peace Officer Exemption

Police officers are exempt from this law and may ride their bicycles on the sidewalk. 


  Traffic Signs

As part of this program the City has posted traffic signs around the downtown areas to inform people on bicycles of Berkeley Municipal code.

Berkeley Municipal Code regarding Bicycles on Sidewalks

Berkeley municipal code 14.68.130 states no person shall ride or operate a bicycle on the sidewalk in the City except: juveniles, exercising the due care and giving the pedestrian the right-of-way, may ride and operate their bicycles upon the sidewalk, except such sidewalks as are in front of schools, stores or buildings used for business purposes, juveniles riding or operating a bicycle on the sidewalk shall do so in single file, or peace officers who determine in good faith that riding or operating a bicycle on the sidewalk is necessary to perform official duties.
