Panoramic Hill Street Rehabilitation Project

UPDATE (5/16/19)

Schedule:

Due to the rain, the schedule has been extended a couple of days which will extend the road closures from now through completion of the roadway paving operation. Tentatively, Ghilotti will need full roadway closures (no alternative route) from Friday May 17 through Friday July 26, 9am to 4pm. No work on the weekends. Please note that working hours are from 7:30am to 5pm Monday through Friday; delays are expected. There will be no work on Memorial Day, Monday May 27th.

Paving is anticipated to start June 10th on Prospect, Bancroft, Canyon from Bancroft to the cul-de-sac, Mosswood, and Arden. The duration is anticipated to be 1-2 weeks. Starting the week of June 17th, paving will begin at the top of Panoramic Way, working their way down the hill. Full road closures from 9am to 4pm, Monday through Friday are expected for this work due to the large trucks that will need to traverse the hill. Roadway paving is anticipated to be complete by the end of July. Additional closures in August may be needed for concrete pavement reconstruction above Arden Road. The schedule will be updated as the roadway paving and concrete pavement work approaches.

Work planned for the week of May 20th:

Drill, set and pour piers at lower retaining wall near 77 Panoramic.
Drill, set and pour piers for piles and concrete bond beam at upper retaining wall near 161 Panoramic.
Install storm drain at first switchback near 61 Panoramic.
Reconstruct curb ramps on east side of Prospect.
Reconstruct curb ramps and sidewalk on north side of Dwight.
Reconstruct curb ramps and sidewalk on south side of Dwight.

UPDATE (5/15/19)

No work today 5/15/19 due to inclement weather. No road closures, the roads will be open today 5/15/19.

Due to the rain forecast for tomorrow, there will be no work on Thursday 5/16 due to inclement weather.

No road closures today or Thursday except for the 24/7 closure above the third switch back (161 Panoramic) that has a detour.

Please note that the two rain days this week will likely extend the overall schedule and road closures two days. Once Ghilotti provides an updated schedule, another schedule update will be provided.

UPDATE (5/10/19)

Schedule (No Changes):

The first full roadway closure starts today, Friday May 10 through Wednesday May 22, 9am to 4pm. No work on the weekends.

The work will take place in the vicinity of 61 Panoramic Way, 77 Panoramic Way (retaining wall), and 101 Panoramic Way.

The next closure will be at the third switchback at Panoramic Way and Dwight Way (160 Panoramic Way) from Tuesday May 21 to Tuesday May 28, 9am to 4pm. No work on the weekends or on the May 27th holiday.

The roadway was closed and detour implemented this week for the upper retaining wall at 161 Panoramic Way. This portion of the roadway will remain closed continuously (24/7) from May 6-June 28. Detour is required through Oakland. See below.

The contractor will continue to reconstruct concrete curb and gutter, sidewalk, etc. on Prospect, Dwight, Bancroft, Mosswood, Arden, and Panoramic Way during the roadway closures.

There will be no work on Memorial Day, Monday May 27th.

Additional 9am to 4pm closures will be required for the mid-June paving operation. Tentatively, paving is anticipated to start the week of June 10th on Prospect, Bancroft, and on Canyon from Bancroft to Rim Way. The cul-de-sacs of Mosswood, Arden, and Canyon will follow into the next week. Paving will then start at the top of Panoramic Way, working their way down the hill. The schedule will be updated as this work approaches.

Parking:

Parking Permits through August 30, 2019:

Vehicles displaying Area K permits will be permitted to park in Area I locations Monday through Friday (only) until 8pm.

Temporary Area I permits are valid Monday through Friday (only) until 8pm.

Street sweeping occurs during the 4th week of the month on various days as posted. Please adhere to posted signs for street sweeping, as violators are subject to citations.

Please contact Wendy Wong in Public Works at wwong@cityofberkeley.info, Phone (510) 981-6428, for temporary parking permits. Public Works will need your name, address and license plate number for the permit. If residents are picking up permits at the City, please go to the 4th floor Engineering office. These permits are not available from the Finance Customer Service counter.

Pedestrians will be able to walk down the hill during construction. Please proceed with caution and make sure the contractor sees you and allows you to proceed before walking near equipment or through the job site.

Emergency Personnel:

Berkeley Fire Department will station personnel and equipment at the top of Panoramic Hill during the 9am to 4pm closures. The Contractor will continue to notify dispatch every morning of the work on Panoramic Hill. Berkeley Fire Department also has contact information of the Ghilotti’s onsite Superintendents for coordination during emergencies.

UPDATE (5/2/19) – The scope of the project is to perform limited reconstruction of sidewalk, curb and gutter, driveways and curb ramps, reconstruction and construction of drainage features, retaining walls at 77 Panoramic and 161 Panoramic, install thrie beam barrier above the third switchback on Panoramic, perform pavement rehabilitation, and restore pavement markings.

Project streets include:

  • Dwight Way: from Piedmont Avenue to the east bound end of road (Concrete and drainage work only), and from the Panoramic Way hairpin turn to the Oakland border
  • Prospect Street: from Hillside Avenue to Bancroft Way
  • Bancroft Way: from Prospect Street to Panoramic Way
  • Canyon Road: from Bancroft Way to 67 Canyon Road
  • Panoramic Way: from Bancroft Way to 340 Panoramic Way (Oakland border)
  • Mosswood Road: from Panoramic Way to the eastbound end of road
  • Arden Road: from Panoramic Way to the Northbound end of road
  • Panoramic Place: from Panoramic Way to 8 Panoramic Place

The City has awarded a construction contract to Ghilotti Construction Company. Below is the projected schedule of work and associated road closures.

Schedule Updates

  • Sawcutting, vegetation removal, and concrete work started this week on Prospect, Bancroft, lower Panoramic Way and Mosswood. Sawcutting will continue up Panoramic and Arden this week.
  • Concrete work will continue to be performed on Prospect, Bancroft, and up to the first switchback on Panoramic Way through next week.
  • Concrete work above the first switchback on Panoramic Way to the bottom of Arden Road and on Mosswood Road will start May 9 - May 24. Expect Delays.
  • Storm drain improvements at Prospect, Dwight, and Panoramic.
  • Retaining wall work at #77 Panoramic and #160 Panoramic

This closure is required to construct the retaining wall. Integrity of the already narrow roadway may be compromised during construction.

Additional closures in June are anticipated for the paving work. Updates will be provided as they are received.

At some locations there will be one lane of traffic and flaggers, please expect delays of up to 10 minutes, but no full closures.

Parking:

Temporary parking allowances for current Area K permit holders to park in Area I between the hours of 7:00am and 8:00pm on Monday through Friday commencing May 6, 2019 and continuing through the end of the project (anticipated no later than September 6, 2019) is being granted.

For all residents living in the Area K RPP, two week visitor passes (limit 3) and one-day visitor passes (limit 20) are available for purchase with appropriate documentation at our Customer Service Center located at: 1947 Center Street 1st Floor, Berkeley, CA 94704, Monday through Thursday 8:30am – 4:00pm. If your driveway is within a closed section, you will not have access to your driveway during the times specified in the Road Closure Schedule above. You will have access to your driveways before and after specified work hours each day.

(2017) The City of Berkeley will be rehabilitating the street pavement, retaining walls, and storm drainage on the following streets, as shown on the map: Panoramic Way, Mosswood Road, Arden Road and Canyon Road; and portions of Dwight Way, Bancroft Way and Prospect Street. All work will be within the City of Berkeley limits and within the City’s right of way. The project is funded by the local Transportation dollars including Measures B & BB Sales Tax and SB1 Transportation Tax funds.

Panoramic Hill Area

NOTICE OF INVESTIGATIVE FIELD WORK

The City of Berkeley has hired Harrison Engineering Inc. (HEI) to provide civil engineering design services for the project. In the coming weeks, HEI and their subconsultants will be onsite performing surveying, video inspection of the storm drain, marking existing utility locations, and performing cores and borings in the roadway for geotechnical investigation. Deeper borings will be done for slopes and retaining walls that will be evaluated near 161 Panoramic Way and Orchard Lane on Panoramic Way.

Field work will be performed during the month of April between 9:00 AM and 3:00 PM, Monday through Friday. Complete roadway closures are not anticipated, but you will encounter one-lane traffic control with flaggers; short delays of less than 10 minutes can be expected while equipment is in the street. Please be on the lookout for workers and parking restrictions that will be posted on barricades 72 hours in advance of the work. Please drive and walk with caution in the area of the work. EBMUD’s ongoing waterline project may also have traffic control in place as they continue their work, possibly creating additional delays.

NOTICE OF PUBLIC MEETING

The community is invited to attend a public meeting for the Panoramic Hill Street Rehabilitation Project. The City of Berkeley and the engineering team will make a brief presentation about the project and answer questions about the project. The meeting will also provide an opportunity for the community to help the City identify any drainage issues or any other concerns within the project area that may be incorporated into the design. Even though the work will take place in the City of Berkeley, all affected residents are welcome, as anticipated construction impacts will also be discussed.
