2018 Stormwater and Streetlight Funding Initiatives 

Berkeley property owners approve Stormwater and Streetlight ballot measures. 

Per Proposition 218, the California State law adopting the measures requires a simple majority approval by property owners, to increase or add new fees. Ballots were mailed to property owners in April and tabulated at the end of May.  Stormwater passed with 60.75% approval and Streetlight with 50.26%.  The Berkeley City Council adopted the new measures on June 12, 2018; property owners will pay the first bill on their fiscal year (FY) 2018-19 property taxes. 

The Clean Storm water Fund is currently facing a major deficit in capital improvements including $208M in needs identified in the Watershed Management Plan.  As of FY 2018, the Streetlight Assessment Fund was projected to experience annual funding deficits. The City needed the ballot measures to provide funding to:

  • Ensure that clean, safe water is entering our creeks and the bay
  • Prevent flooding
  • Improve street lighting in the City
