The Planning Commission Adeline Corridor Subcommittee recommendations on the Adeline Corridor Specific Plan, General Plan and zoning amendments will be presented for to the full Planning Commission for consideration and discussion at the next Commission meeting on Wednesday, September 16, 2020 at 7:00pm.

Please be advised that pursuant to the Executive Order and the Shelter-in-Place Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID19 virus, there will not be a physical meeting location available.  Meetings will be conducted exclusively through the Zoom video and teleconference platform. A meeting with information about how to participate is posted on the Planning Commission webpage.

Adeline Corridor Specific Plan Subcommittee Meetings  

The Planning Commission Adeline Corridor Specific Plan Subcommittee met from May 2019 to August of 2020 to facilitate the full Commission’s deliberation on a recommendation on the Draft Adeline Corridor Specific Plan, associated General Plan and zoning amendments, and the EIR (documents available here). The Planning Commission will forward its recommendation to City Council, the body that is responsible, to adopt the Final Plan, General Plan and Zoning Ordinance amendments, and certify the EIR. 

The public is welcome to attend the Planning Commission’s Subcommittee meetings on the Adeline Corridor Specific Plan and offer comment. Agendas for past meetings are posted on the Planning Commission webpage (scroll down to Adeline Corridor Specific Plan Subcommittee and select link to desired meeting agendas).

Project Overview

In 2015, The City of Berkeley began a community planning process to develop a long-range plan ("specific plan") for the Adeline Corridor (the area along Adeline Street between the Oakland border and Shattuck Avenue, and along south Shattuck Avenue between Adeline Street and Dwight Way. A long-range plan provides a blueprint for the future. It articulates community priorities and sets forth goals, policies and implementation actions.  The plan will serve as a guide for City and other public agency decision-makers, community members and other stakeholders over the next 20 years. The planning effort is funded by a grant from the Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) to promote opportunities to plan for transit-oriented development around BART stations and other high-frequency transit and safe access for all users, including pedestrians, bicyclists, motorists and transit riders of all ages and abilities. 

Through a series of community events, stakeholder meetings, and working sessions over the past two years, the community has identified five cross-cutting priorities for the future of the Adeline Corridor:

  • Land use and community character
  • Housing affordability
  • Economic opportunity
  • Transportation
  • Public space

The eventual plan will primarily direct changes in land uses and development (such as zoning changes), and right-of-way improvements.  But it will also address related issues such as housing affordability and economic development. The plan's policies and standards will only apply within the plan area boundary, which includes the street itself, as well as parcels on either side of the street. Although the plan's geographical scope is limited, it will also consider the relationship to the larger South Berkeley neighborhood. Many topics that the plan will address - such as housing affordability, equity, transportation, or jobs and economic development - are also influenced by a range of citywide, regional, and even national factors and trends. Because of this, it will be important to identify which potential planning strategies can be realistically implemented through the Adeline Corridor Specific Plan, and which will depend on a larger citywide or regional strategy.
