About Berkeley

Arts District Berkeley - we’re a proud city with economic vitality, healthy and safe neighborhoods, a clean and green environment, and well-educated youth prepared to transition into higher education and/or careers.

Berkeley was incorporated on April 4, 1878, and the first Charter was adopted March 5, 1895. In 1923, Berkeley adopted the Council-Manager form of government.

The Berkeley City Council consists of eight Councilmembers, elected by districts for four-year terms, and one Mayor, elected "at large" for a four-year term. The Mayor is the President of the Council and votes as an individual ninth member.

Structure of Berkeley Government

City Charter

Berkeley is a city on the east shore of San Francisco Bay in Northern California, in the United States. Its neighbors to the south are the cities of Oakland and Emeryville. To the north is the city of Albany and the unincorporated community of Kensington. The eastern city limits coincide with the county line (bordering Contra Costa County) which generally follows the ridge line of the Berkeley Hills. Berkeley is located in northern Alameda County.

Berkeley is the site of the University of California, Berkeley, the oldest campus of the University of California system, and the Lawrence Berkeley National Laboratory, Lawrence Hall of Science, Space Sciences Laboratory, and Mathematical Sciences Research Institute, which are on the campus grounds. The city is noted as one of the most politically liberal in the nation, with one study placing it as the third most liberal city in the United States.
