PG&E is reporting a widespread outage affecting thousands of customers in Berkeley and many City buildings, including the Finance Customer Service Center and the Permit Service Center. Call respective City services for further details, or check the PG&E outage page. Power is expected to return by 12:45pm. Transportation Network Companies (TNC) User’s Tax

Starting January 1, 2021, Transportation Network Companies (TNCs), commonly referred to as “ridesharing” companies, must collect a per-ride charge on all trips originating within Berkeley, register with the City, and remit taxes quarterly.

User tax on TNC trips

Users of digital ride-sharing services (TNCs) will be charged a tax on each trip originating within the city of Berkeley beginning January 1, 2021:

  • 50 cents per private trip
  • 25 cents per pooled trip

The tax is the same regardless of the number of passengers. TNCs collect the tax along with the fare and remit it to the City.

All TNCs operating in the City of Berkeley must:

  • Register with the City and obtain a registration certificate
  • Collect the tax from users
  • Report and remit tax to the City monthly

TNC Registration Certificates

Obtaining a Registration Certificate

Submit your application for a Transportation Network Companies User’s Tax (TNCUT) registration certificate within 30 days of commencing business in Berkeley.

Download the application and mail the completed form to:

You will receive your registration certificate after your application is processed. Save the certificate - you may be asked later to provide it to the City.

Updating or changing a Registration Certificate

Fill out a new application, and mail it to the address noted above. Please indicate what is being changed and when the change is effective.

Closing a Registration Certificate

Send your registration certificate back to the Finance Department with a letter explaining why you no longer require the certificate.

To fully close your account, you need to:

  • return your certificate within 30 days of the close of business
  • complete and pay all tax filings through the close of business date

Remitting TNC taxes

TNC user taxes are due quarterly, on the last day of the following month. For example, the tax collected in the months of January - March must be remitted by April 30.

Complete the remittance form and mail it, with a check for the amount owed to:
