Mental Health Services Act (MHSA)

What is the Mental Health Services Act?
The Mental Health Services Act (MHSA) provides new funding for California's mental health services. The funding comes from a 1% tax on every dollar of personal income over $1 million. MHSA started as "Proposition 63" and was approved by California voters in November, 2004.
The State of California allocates this money to mental health departments for the purpose of transforming and expanding mental health services. Click here for a more detailed description of the MHSA.
What is the new funding in Berkeley?
With the first part of the new funding, we are able to provide:
- Expanded services for homeless people;
- More intensive services for children with serious emotional needs;
- New employment coordination for clients;
- Expanded services to families;
- Expanded consumer advocacy services;
- More services for "transition-age youth" (ages 16 - 25), especially for those who are homeless; and
- Expanded multicultural outreach services.
What is the MHSA Advisory Committee?
The MHSA Advisory Committee provides input and direction into the planning and implementation of the MHSA for the cities of Berkeley and Albany. The MHSA Advisory Committee is responsible for providing feedback on all MHSA Plans and Annual Updates to ensure the overall integrity of MHSA programs and compliance with legislative guidelines. MHSA Advisory Committee meetings are open to the public and are generally held on the third Thursday of the month from 2:30-4:30pm at 3282 Adeline Street in Berkeley.
