Nearly $7 million in federal and local funding available for housing and community development

Berkeley, California (Monday, November 03, 2008) - On November 3, 2008, the Berkeley Housing Department will release a request for proposals for nearly $7 million in federal and local funds to undertake housing and community development activities throughout Berkeley starting July 1, 2009. Funds are also available through this process to fight poverty and homelessness here in Berkeley.

Application materials may be picked up starting November 3rd:

  • At the City of Berkeley Housing Department, 2180 Milvia Street, 2nd floor, between the hours of 9:00 AM and 5:00 PM;
  • Online at www.cityofberkeley.info/housing; and
  • At a public workshop on November 3, 2008: Berkeley Public Library Community Room, 2090 Kittredge Street, 3rd floor from 2:00 p.m.-4:00 p.m..

Applicants should come to the November 3 workshop to learn more about the application process. Proposals will be due at the Berkeley Housing Department no later than 5:00 p.m. on Monday, December 1, 2008. Late or substantially incomplete applications will not be accepted.

Starting in January, the proposals will be reviewed by four commissions who will recommend funding to the Berkeley City Council, including the Housing Advisory, Homeless, Human Welfare and Community Action, and Parks and Recreation commissions.

Part of the City's overall budget, this community agency allocation process will spend about $3.5 million in federal funds from the Community Development Block Grant, Community Services Block Grant, and Emergency Shelter Grant Programs administered by the U.S. Department of Housing and Urban Development (HUD). In addition, the City also plans to allocate another $4.4 million** in local General Fund monies. Together, the funds go toward community services and activities in the areas of the arts, child care, community media, disability programs, employment training, health, homeless services, housing development and rehabilitation, nutrition programs, legal and advocacy services, recreation, seniors, and youth.

HUD requires that Berkeley file an “annual action plan” for spending federal funds in Berkeley. A public hearing about the proposals and the City’s Annual Action Plan to HUD will be held next April 2009 once commissions complete their reviews.
