REVISED JOB ANNOUNCEMENT (deadline extended to May 31, 2019)


STARTING SALARY:        $73,896 ANNUALLY         


Under supervision by the Finance Manager, performs professional accounting and financial analysis of Berkeley Housing Authority (BHA) finance-related activities, and performs related work as assigned.


This class performs routine accounting tasks related to housing authority financial transactions, federal and state grants billing, accounting and reporting, accounts payable, accounts receivable, collections, general ledgers, banking, contracts, and cash flow monitoring.


The following list of duties is intended only to describe the various types of work that may be performed, level of technical complexity of the assignment(s), and is not intended to be an all-inclusive list of duties. The omission of a specific duty statement does not exclude it from the position if the work is consistent with the concept of the classification, or is similar or closely related to another duty statement.

  1. Maintain general ledger control and subsidiary ledger account records for a variety of accounts; post, balance, and reconcile control accounts to the subsidiary ledger;

  1. Prepare monthly trial balance and financial reports, including monthly reconciliation of the BHA’s accounts;

  1. Monitor daily cash transactions and balances; post deposits, withdrawals and adjustments in the general ledger;

  1. Prepare journal entries to correct differences between general ledger control accounts and subsidiary accounts;

  1. Prepare special financial reports and schedules by collecting, analyzing and summarizing account information and trends;

  1. Review payroll, record and journalize payroll entry;


  1. Prepare and submit payroll information into CalPERS accurately and in a timely manner;


  1. Assist in preparation of the BHA fiscal year budget;

  1. Assist in the performance of revenue audits, and/or compliance reviews or other special audits;

  1. Assist in annual fiscal audits, including preparation of schedule and audit documents, providing supporting documents to substantiate transactions, and assisting auditors during the engagement as needed;

  1. Assist in the preparation of HUD reports;

  1. Secure financial security by following internal controls;

  1. Guide, supervise and review the work of support staff;

  1. Perform related duties as assigned.


Note: The level and scope of the knowledge, skills and abilities listed below are related to job duties as defined under Class Characteristics.

Knowledge of:

  1. Generally accepted accounting principles applicable to governmental units, and familiarity with governmental accounting practices and terminology;


  1. Computer systems and applications including standard personal  computer software programs such as Microsoft Word and Microsoft Excel and basic automated database applications;


  1. Laws regulating public finance and fiscal operations;


    4.     Principles and practices of budget preparation and administration.   

Skill in and ability to:  

  1. Review, analyze and interpret financial statements, reports, transactions and records;

  1. Analyze, post, balance and reconcile financial data ledgers and accounts;

  1. Make accurate basis financial calculations;

  1. Assist in the review of the work of support staff in specified work areas;

  1. Prepare clear, concise and complete financial reports and statements;

  1. Establish and maintain effective working relations with those contacted in the course of work.


Possession of a Bachelor’s Degree from a four-year college or university in Accounting, or a closely related field. At least 5 years of experience performing similar duties outlined. Experience in public housing authority finance, or other government sector a plus.
