Administrative Plan

The Plan defines BHA’s policies for operating its Section 8 Housing Choice Voucher Programs including:

  • Tenant Based Vouchers
  • Project-Based Vouchers
  • Moderate Rehabilitation/SRO
  • Shared Housing
  • Section 8 Homeownership and
  • Family Self Sufficiency.

The parameters for these policies are established by Federal laws and regulations. Issues that are not addressed in this document may be governed by Federal, State and local regulations and HUD Notices, Memos and guidelines.

Berkeley Housing Authority (BHA) is accepting comments on its Five Year Plan/2019-2020 Annual Plan.  Comments may be submitted in writing to Celinda Aguilar-Vasquez at 1936 University Ave, Suite 150, Berkeley, CA 94704 or email

Copies will be available for review beginning February 20, 2019 online at and at BHA’s office, 1936 University Avenue, Suite 150. The publication of the draft Plan will commence a 45-day public comment period beginning February 20, 2019.   

The Board of Commissioners of the Berkeley Housing Authority (BHA) will hold a Public Hearing to adopt the Fiscal 2019-2020 Annual Plan on Thursday, April 11, 2019 at 6:00 p.m. at the South Berkeley Senior Center, 2939 Ellis Street, Berkeley, CA.
