Community Choice Aggregation (CCA) Oakland, Emeryville and Berkeley are exploring the possibility of creating a CCA. This would provide residential and business customers in these cities with an alternative to PG&E electric power supply. The key objectives would be
to: exercise local control over energy policy; increase the use of renewable
energy; and provide stable and competitive
rates without exposing the cities’ general funds to risk. For
