Berkeley
Takes Another Step Toward Solar
The City of Berkeley took another step forward in bringing more
solar energy to Berkeley. Initially proposed by Council Member Dona Spring
and included in the 2008 budget prepared by Mayor Bates, the City now waives the building
permit fees for solar installation on single-family homes. The Council
allocated an initial $25,000 to cover the fees, which range from $100 to
$200 per residence.

Statement from Mayor Bates on the Marine Recruiting Station
"I have heard from people all over the country regarding the action
taken by the Berkeley City Council regarding the Marines recruiting
center. Let me be absolutely
clear that this is not about the men and women who are serving our country
in our armed forces. I am a
former U.S. Army Captain and I respect the choice of those who are
serving our country.
However, this
community strongly opposes the war in Iraq and the foreign policy of the
current administration. I
believed from the beginning that this was an unjust, illegal, and immoral
war of choice."

City Releases Draft Climate Action Campaign -- Review and Comment On-Line
In November 2006, Berkeley voters issued a call to action on the
climate challenge by overwhelmingly supporting Measure G.
The mandate was simple, but bold: reduce our entire community’s
greenhouse gas emissions by 80 percent by the year 2050.
On Monday, January 28th the City released a complete
draft of the plan for public review and posted it on the interactive www.berkeleyclimateaction.org

Accomplishments and a Look Ahead
I wanted to take a few minutes and share an update on events and
accomplishments from 2007 as well as give a preview of some of the issues
on the horizon for 2008. I
think it is fair to say that this past year has been one of the most
remarkable in my time in public office. I want to thank the City Council,
our great staff, and everyone in our community for their dedicated work
this year.

News and Updates on Solar Financing Program
In
November, the Berkeley City Council approved a proposal by Mayor Tom Bates
to make Berkeley the the first city in the nation to allow
property owners to pay for energy efficiency improvements and solar system
installation as a voluntary long-term assessment on their individual property tax
bill. The program is now in
development, with a June 2008 target date for the launch of the pilot
phase of the project. This

Mayors Partner with UC and LBNL to
Build Green Economy
The East Bay took a big step towards becoming one of the nation’s green
economic engines with the announcement of the East Bay Green Corridor
Partnership. On Monday, the
Mayors of Oakland, Berkeley, Richmond, and Emeryville joined with the
leaders of the University of California, Berkeley and Lawrence Berkeley
National Laboratory to sign a Statement of Principles launching a
cooperative effort to lead the world in environmental innovation, emerging
green business and industry, green jobs, and renewable energy.

Bates Puts Together $9 Million for Ed Roberts Campus
(San Francisco Chronicle Article)
"Somewhere, Ed Roberts is smiling. A one-of-a-kind regional
campus named in honor of the pioneering disability rights activist won its
final round of funding Tuesday night when the Berkeley City Council voted
unanimously to pay the remaining $2 million. The Ed Roberts Campus
will be a Bay Area center for disability services, policy research and
education. Ground will be broken in May or June, after 12 years of
fundraising."

proposal to address problematic street behavior with increased outreach
services, more bathrooms and benches, supportive housing, benefit

Berkeley Breakthrough on Financing Solar Energy and Energy Efficiency
Berkeley is set to become the first city in the
nation to allow property owners to pay for energy efficiency improvements
and solar system installation as a long-term assessment on their
individual property tax bill. Mayor
Tom Bates will ask the City Council to approve the framework for a
“Sustainable Energy Financing District” at their November 6th
Council meeting. The program
could begin operating next year.
Installations of solar electric and solar thermal systems are cost
effective for many residential and commercial property owners with the
existing state and federal subsidies.
The Berkeley Plan eliminates the two major financial hurdles to
solar electric and solar water systems – the high upfront cost and the
possibility that those costs will not be recovered when the property is
sold.

UN Association Award
On Wednesday evening, the United Nations Association East Bay Chapter will
present a “Global Citizen Award” to the City of Berkeley and Mayor Tom
Bates for the City’s innovative and aggressive efforts to address the

Help Lead Town-Gown Conference at UCLA
On October 11-12, UCLA will host the 2nd Annual Town & Gown
Conference. The conference -- which was created by Mayor Bates and the
Mayor of Riverside -- is sponsored by the League of California Cities,
University of California, California State University, Playa Vista, and
Englander & Associates. It will focus on best practices
pertaining to issues in economic development, planning and land use, and
student conduct. Last year's conference at UC Davis attracted over 200
elected officials and their staff, governmental departments, and university
officials to discuss prime issues in housing and transportation.

Mayor Bates to Celebrate 25th
Anniversary of Brew Pubs
On September 13th, Berkeley Mayor Tom Bates will join brew
pub owners to celebrate the 25th anniversary of the signing of
the California law that legalized brewpubs.
The bill – AB 3610, authored by then-Assemblyman Tom Bates –
was soon replicated around the country, creating the national brewpub
industry and introducing millions of people to good beer.

Statement from Mayor Bates on the
Memorial Stadium Fence
Yesterday, UC Berkeley installed a fence around the disputed tree grove at
Memorial Stadium. A number of
protesters remain in the trees and are now being denied supplies, food,
and water. Last evening, I
observed the site to take a look at the situation for myself.
While the University may have serious concerns about the safety of
the protesters and football fans at Saturday’s game, there is simply no
justification for UC Berkeley Police to deny protesters food and water.

I understand from recent media reports that Chancellor Birgeneau has
indicated that he wants to negotiate a settlement of our pending lawsuit
regarding their planned athletic center and office complex to be built
adjacent to Memorial Stadium. As
Mayor and as a former Cal football player, I share in the desire to see
this disagreement resolved quickly and fairly.

Students to Volunteer in Community
At 8:30 a.m. on Friday, August 24th
Mayor Tom Bates, UC Berkeley School of Public Health Dean Stephen Shortell
will co-host the 3rd Annual School of Public Health Volunteer
Mobilization Day for up to 100 incoming graduate students.
“This is a
wonderful way to introduce new public health graduate students to the
Berkeley community immediately upon their arrival,” said Mayor Bates. “This volunteer day provides a great help to our local
service providers as well as giving students an opportunity to put their
commitment to public health to work on day one.”

Berkeley High Students Presentation on
Out-of-School Needs (pdf)
In the Spring of 2007, five Berkeley High School juniors enrolled in the
Community Partnerships Academy at Berkeley High School worked with the
Mayor's office to assess teen needs and desires for out-of-school
programs. Through their internship at MPR Associates, a national education
research firm located downtown Berkeley, the students surveyed close to
500 Berkeley teens, analyzed the survey results and presented this final
report to the Berkeley City Council on June 12, 2007.

to Lead Walk Against Violence in Southwest Berkeley
On Wednesday evening, Berkeley youth will join community members, City
staff, Berkeley Police, and others to walk through Southwest Berkeley in
an effort to help stop the violence and build meaningful relationships in
their community. The walk
follows eight recent shootings in the area, none of which were fatal.

City Council Adopts $308 Million
Balanced Budget
The City Council last night adopted a
balanced budget for the next fiscal year by a vote of 8-1.
The budget approves $308 million in overall spending for the fiscal
year that begins on July 1st.
After difficult cuts were taken from 2002 through 2005, this budget
marks the second in a row that was balanced without major cuts to city
services and programs.

Berkeley Launches Reading and Health Program for 1,000 Kids
In a major effort to improve literacy, nutrition, and physical activity
among Berkeley’s kids, Mayor Tom Bates, the University of California’s
Cal Corp Public Service Center, and the City of Berkeley are launching the
4th Annual Project BUILD – Building Healthy Minds and
Bodies. Project BUILD
will provide free books, tutoring, and physical activities to
approximately 1,000 young people. Over the past two years, students
involved in Project BUILD read over 8,000 books and virtually traveled
100,000 miles through physical activity.

Berkeley Named 'Solar America City'
The U.S.
Secretary of Energy announced today that Berkeley was one of 13 cities in
the United States to be selected as a ‘Solar America City.’
The selection, which was based on a highly competitive national
review, means Berkeley is in line for up to $200,000 in direct funding as
well as technical assistance and other resources to develop and launch a
comprehensive solar power and energy efficiency program in the City.

Mayor Releases Budget Proposal (Memo
and Spreadsheet)
I am pleased to provide these budget recommendations in an effort to help
bring the City Council to a conclusion in our budget discussions.
As always, I view this proposal as a way to help guide the rest of
the Council and public discussions, not as a final document.
In all, I am recommending we re-allocate $1.4 million in one-time funding
and spend approximately $250,000 in recurring funding to meet a number of
Council identified priorities. Many
of the recommendations in this proposal are designed to help make the City
eligible for state bond resources. By allocating some of the one-time revenue to engineering and
other planning efforts, we may be able to leverage millions in local
infrastructure funding for urban parks, streetscapes, and other
improvements.

City Council Passes Mayor's Street Behavior Proposal
The City Council voted overwhelmingly to move forward with a comprehensive
package to address problematic street behavior with improved services and
better enforcement. The package included better enforcement of
existing laws, a new smoking ban in commercial areas, 24/7 access to
public restrooms, better street outreach, diversion programs for
offenders, and more supportive housing. Specific ordinance and
policy language will be developed by the City Manager and brought to
Council for final authorization this fall.

Mayor's Street Behavior Initiative through Kitchen Democracy

the Berkeley City Council will continue its work and discussion on my
proposal to create a comprehensive and integrated new initiative to
address street behavior problems through enhanced services, new diversion
programs, clear rules for behavior in all city commercial districts, and

Given the importance of these issues, I have remained committed to getting
as much community input as possible. For that reason, we are

Study
Finds Berkeley Reduced Greenhouse Gas Emissions 9% between 2000 and 2005
ICLEI analysis of emissions
from all electricity, natural gas, and transportation from residents and
businesses in the City of Berkeley documents a 61,000-ton reduction in
annual carbon emissions over five years – the equivalent of taking over
12,000 cars off the road. Berkeley
will hold a kick-off for its greenhouse gas reduction campaign on
Saturday, May 19th.

Civic Center to Fly Peace Flag in Honor of Conscientious Objectors and War
Resisters' Day
In honor of Conscientious Objectors and War Resisters' Day, the City of
Berkeley is flying a peace flag along with the United States flag on May
15, 2007 at the Martin Luther King Jr. Civic Center Building.
The Berkeley City Council adopted a recommendation from the Peace
and Justice Commission to designate May 15 of each year Conscientious
Objectors and War Resisters' Day. Berkeley's flying of the peace
flag is a show of solidarity with civilians and soldiers who refuse for moral,
ethical, political or religious reasons to participate in war,
and a reaffirmation of the city's commitment to peaceful conflict
resolution. Members of
the community are invited to join the Peace and Justice Commission for a
ceremony celebrating the raising of the peace flag at 9 a.m. at 2180
Milvia Street.

Mayor Bates Makes Appointments to
New Housing Authority Board
As part of its continuing efforts to improve the management and operations
at the Berkeley Housing Authority, the City has created a new, fully
independent Housing Authority Board of Commissioners to oversee the
agency. In preparation
for this new Board to take over management of the Authority in July, Mayor
Tom Bates has appointed seven people to serve on the new Housing Authority
Board, subject to City Council confirmation.

Air District and Pacific Steel Casting Announce Settlement
Pacific Steel Casting, the steel foundry in West Berkeley, agreed to make
significant changes to its production process and emissions control
technologies as part of a legal settlement with the Bay Area Air Quality

Transit and Transportation Information
Regarding Freeway Closure
Berkeley is experiencing significant impacts related to Sunday’s
fire and collapse on freeway connectors in Oakland.
City police and transportation officials are closely monitoring traffic on
city streets and responding to problems as they arise. I am coordinating
with state and regional officials in an effort to ensure detours and
alternative routes do not have an undue impact on Berkeley during the
reconstruction. As Mayor and
the representative for all Alameda County cities on the Metropolitan
Transportation Commission (MTC), I will work to provide adequate public
transit and commute alternatives during the reconstruction. In the meantime, please use www.511.org
for transit options, transit route planning, and alternative driving
routes.

Proposes City Examine Plastic Bag Ban

Following the passage of San Francisco's landmark ordinance banning the
use of traditional plastic bags at grocery stores and chain drugstores,
Mayor Bates has proposed the City of Berkeley examine a similar ordinance.
Under San Francisco's new law, grocery and drug stores are required
to use compostable, recyclable paper, or reusable bags.

information to 22,000 households across the City. This year, we will
be delivering essential information on Pandemic Flu preparations and
testing our ability to deliver information or medicine in the event of a

Mayor Bates Looking for New Housing
Authority Commissioners
In an effort to right the ship at the Berkeley Housing Authority, the City
has created a new, fully independent Housing Authority Board of
Commissioners to oversee the agency. This new Board, which will take over the reigns in July of this
year, is to be appointed by Mayor Tom Bates. Mayor Bates is asking
for anyone interested in the position to submit an application to his
office by Friday, March 30th.
In all, the Mayor will appoint seven commissioners, including at
least two tenants. All
appointments must then be confirmed by the City Council.

Bates Joins in Launch of Alameda County 'Everyone Home'
From the Oakland Tribune:
Alameda County and various city officials gathered Wednesday to unveil an
ambitious plan to end chronic homelessness here in the next decade.
Under the Everyone Home plan, an array of public officials and
private-sector organizations will work to create 15,000 units of housing
for the homeless, with support services to help them cope with
disabilities, mental illnesses or other issues they may be facing.

In his 5th State of the City address, Mayor Tom Bates called for building

City Moves to Implement Measure G,
Cut Greenhouse Gas Emissions
In
November, Berkeley voters issued a strong mandate for the City to
aggressively reduce greenhouse gas emissions by passing Measure G with
over 81% of the vote. The
Measure directs the mayor to work with the community to prepare an
emissions reduction plan with specific targets by the end of 2007 for
submission to the City Council.
On
Tuesday night, the City Council approved the Mayor's request to begin
implementing Measure G by authorizing a partnership with Sustainable
Berkeley to engage the community in developing the plan, approving grant
applications, and setting aside $100,000 to fund the planning effort
through the rest of the year.

Blocks UC's New Athletic Facility Over Seismic Concerns
Alameda County
Superior Court Judge Barbara Miller issued an injunction, late Friday,
January 26, 2007, enjoining the University of California from proceeding

The Court found that the petitioners had made a “strong showing
of likelihood of success on their claims under the Alquist Priolo
Earthquake Fault Zoning Act and the California Environmental Quality Act

Hosts Mayors Breakfast with London Climate Expert (link)

Inspired by London, the mayors of five East Bay cities said Friday they'd
like to adopt some of the bold British air-cleaning strategies but said
they'd probably resist the temptation of charging motorists to drive
downtown. "I think it's very inspiring, and these are things
I'd like to try in Berkeley," said Mayor Tom Bates, who hosted a
brainstorming session with Allen Jones, the head of London's Climate
Change Agency, who spearheaded the city's precedent-setting battle against
greenhouse gases.

Berkeley Wins 2006 Accessible
America Competition
"As the birthplace of the disability
civil rights movement, we in Berkeley could not be more honored to win the
2006 Accessible America contest," said Berkeley Mayor Tom Bates.
"The award is truly a reflection of the great people in our
community and on our City staff that continue to find new and innovative
ways to allow everyone in our community to fully participate in civic and
cultural life. We will use this award not as an opportunity to rest
on our laurels, but to rededicate ourselves to disability rights and
access."
