In 2002 – the most current data available - thirty-three percent (33%) of crimes in Berkeley involving youth victims occurred between the hours of 3:00-6:00 p.m. Over the last six years numerous published reports and case studies about Berkeley’s youth identified the issues of truancy, violence and other risky behaviors as top priorities to be addressed by the community. The City of Berkeley has always
supported youth programming, with General fund allocations for recreation
programs, summer camps, literacy nights, and violence prevention efforts.
In times of crisis, as well as times of opportunity, Berkeley
residents should be able to express their support for funding the critical
services that keep youth safe and engaged. The City Manager’s Budget
Reduction plan for FY 2005 and 2006 includes approximately $1,448,276 in
reductions to youth services funded by General fund.
These reductions include (detailed list attached):
Two years ago the Office of the
City Manager calculated $7.5 million in General Funds attributed to youth
programming. This cutback of
almost $1.5 million in FY 2005-06 equates to a nearly 20% reduction in our
youth service programs. The
Council is currently discussing a ballot measure that would restore some
or all of these critical youth programs.
In addition, we have heard from directly youth and community groups
that Berkeley suffers from a serious gap in teen services.
There are very few opportunities for Berkeley teens –
particularly low-income – to engage in age appropriate academic,
enriching and/or recreational after school and weekend activities that
keep them safe and off the streets. This document is designed to create a community dialogue regarding the City’s responsibility to support families, neighborhoods and schools in keeping our youth safe and engaged in productive activities. Through this dialog we must 1) look at what programs are critical to the health of our youth and our community as a whole, 2) continue to seek savings and efficiencies within the organization; and 3) balance the tax burden on local residents. For
