Tattooing, Body
Piercing Assembly Bill 186 went into effect at the end of December 1998. It requires that individuals and facilities engaged in Tattooing, Body Piercing and Permanent Cosmetics be registered with their local enforcing agency (LEA). It further requires the California State Department of Health Services (DHS) to promulgate detailed regulations. DHS estimates that the regulations will be completed after January 2001, at which time inspections will be performed by the Berkeley Environmental Health Division. The law states that "No person shall perform tattooing, application of permanent cosmetics or body piercing unless such a person is registered with the LEA to perform tattooing, permanent cosmetics, or body piercing." The Application for Registration forms can be obtained by contacting the Environmental Health Division at (510) 981-5310 and TDD (510) 981-6903, or by sending an email to envhealth@ci.Berkeley.ca.us. Both Application forms are also available from this page, but only as PDF documents. Print and deliver or mail the completed Application forms to the Environmental Health Division at 1947 Center Street, Third Floor, Berkeley, CA 94704.
