FINAL ACTION MINUTES

 

I.     Roll Call:  Present – MacKusick, Toffel, Moret, Hale, Harris, Clear. Absent – Chatterjee.

Chair, S. MacKusick.  Vice Chair, M. Toffel. Secretary, D. Lerer.  Aide, J. Tulloch

II.     Report From Chair:  City Manager recommendation of budget cuts.

III.   Announcements from Commissioners:

·   Hale – Distributed Nanaotechnology article on 10 federal departments doing research (CFO-IT, Winter 2003, financial management publication)

·Clear – Lawrence Berkeley National Laboratory (LBNL) article on new nanotechnology building under construction.

·Toffel – Communicating with Alameda County Lead Poisoning Prevention Program (ACLPPP) on services provided to Berkeley and numbers (distributed document). R. Young will give update in 2004 meeting.

·Harris – Distributed Sustainable Building resources list to CEAC.

IV.     Comments from the Public:

Pamela Sihvola – Thank CEAC for hard work on CEAC LBNL recommendation. Distributed full City Council summary on progress. Distributed Berkeley Daily Californian article on LBNL. Requested 1 minute to speak on basin plans. (Commissioner Clear to request current data on medical waste quantities at LBNL).

V.      Requests:

·       Update CEAC Action Tracker to reflect proposals approved by Council from CEAC (November Meeting) – Toffel.

·       City budget to January 2004 agenda – MacKusick.

·       Invite R. Young to give update on Green Building at May Meeting – Toffel.

·       LBNL Long Range Development Plan update (Agenda Item VIII.B) and Household Hazardous Waste Grant (Agenda Item IX.E) to next agenda – Toffel.

·       Request information from Berkeley’s City Attorney on what policy change required tenants to request free risk assessment from ACLPPP– Toffel.

·       Include language of Harrison Street notification sign as an enclosure in the next agenda – Toffel.

·       Staff to invite relevant NGO to present environmental perspective on storm water discharges to Bay/Request presentation – Toffel.

·       Target for February – discuss City’s Storm water programs, programs and remaining challenges in a more structured manner – Toffel.

·       Basin Plan to January Agenda if staff takes a position – Sihvola/Toffel.

·       Research Planning Commissions agenda language on vote to include information items and copy to CEAC agenda – Toffel.

·       All agenda items to have author name associated from now on – Toffel.

·       Add language to all future agendas that enable us to discuss any issues associated with the distributed items. – Toffel.

On Thursday, December 04, 2003, the CEAC took the following action:
