Action Calendar – Public Hearing
Allocation of Funds for the Community Development Block Grant (CDBG), the Emergency Shelter Grant (ESG), and the HOME Programs, and Information on the Community Services Block Grant (CSBG)/General Fund (GF) Anti-Poverty Program; and the Measure O/General Fund Homeless Services Program

Recommendation: Conduct a public hearing and upon conclusion, and no later than May 13, 2003, adopt a Resolution 1) approving proposals for funding under the Fiscal Year 2003-2004 Community Development Block Grant (CDBG) program and the Emergency Shelter Grant (ESG) program; 2) authorizing the City Manager to submit the Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) which includes the applications for CDBG, ESG, and Home Program Funding; 3) to execute the resultant agreements for the FY 2003-2004 CDBG and ESG funds with conditional two-year contracts for CDBG community agencies’ projects in the public services category; and 4) instituting a new invoicing/reporting process for community contracts.

Recommendation: Approve the Housing Advisory Commission funding recommendations for FY 2003-2004 CDBG, ESG Program, the Homeless Prevention Program, and the Consolidated Plan Annual Action Plan as contained in the City Manager’s report of May 6, 2003.

regarding funding to community agencies providing homeless services with the
following exceptions: 1) Allocate funds
to the Berkeley Food and Housing Project in the amount of $479,407; 2) Allocate
funds to Building Opportunities for Self-Sufficiency (BOSS) in the amount of
$368,104; 3) Allocate funds to Jobs Consortium in the amount of $19,387; and 4) Allocate
funds to New Bridge in the amount of $92,992.
