Recommendation:
Council discussion on the General Plan including: 1) focusing
on the Housing Element as well as reviewing remaining issues list and
policy alternatives; 2) deciding which policy alternatives should be
placed on the General Plan Amendment List; and 3) discussion of
process and time line for adoption of the General Plan.

Action: Moved, seconded, failed (Hawley/Armstrong; Noes –
Breland, Maio, Shirek, Spring, Worthington) a substitute motion to
approve staff recommendations and certify the Environmental Impact
Report and adopt the Housing Element and Land Use Element of the
General Plan by December 18, 2001.

was severed and voted on as follows:

Noes - Armstrong, Hawley, Olds, Dean) to approve staff recommendations
and certify the Environmental Impact Report and adopt the Housing
Element, Land Use Element, and Transportation Element of the General
Plan by December 18, 2001;

Noes - Armstrong, Hawley, Olds, Dean) a severed motion that any
further issues and amendments to the three elements be submitted to
the City Manager by noon on Friday, December 7, and distributed in
written form to the Council and available to the public by 5:00 p.m.
in order to provide an opportunity for public comment on December 11.

(unanimously) to approve staff’s recommended amendments to the
Housing Element: 1) Inclusion of a new policy clarifying the City’s
intent to meet its Regional Housing Needs Determination; 2) Revisions
to Policy H-33 regarding University of California housing to ensure
consistency with the Land Use Element; 3) Inclusion of additional data
and information in the Housing Appendix to ensure compliance with
state requirements; and Revisions to Land Use Policies LU-18 (Downtown
Affordable Housing) and Policy LU-25 (Affordable Housing Development)
to ensure consistency with State law regarding density bonuses.
