The Redistricting Report and copies of all proposals were included in the Agenda Packet of September 25, 2001 and are available at the City Clerk Department. The City Manager will present a report and additional redistricting plan options in response to comments made by the Council and members of the public at the September 25^th public hearing.

1. Adjustments to Boundaries of Council Districts (Redistricting) (to be delivered)
   From:  City Manager
   Recommendation:  1) Conduct the second of two Public Hearings to consider proposals to amend council district boundaries based on the 2000 census figures; 2) Upon conclusion of the public hearing, hold a Council discussion and approve a redistricting plan; and 3) Direct the City Clerk to prepare the Redistricting Ordinance for first reading at the meeting of October 9, 2001.

   Public Testimony:  The Mayor opened the public hearing.  15 speakers heard.  Moved, seconded, carried  (Shirek/Maio) to close the public hearing.
    
   Actions:  Moved, seconded (Hawley/Olds) a main motion to approve a redistricting plan, Scenario 5, as presented by staff.
    
   Moved, seconded, carried (Shirek/Breland; Noes – Armstrong, Hawley, Olds, Dean) a substitute motion to approve a redistricting plan, Scenario 2, as presented by Blake and O’Malley, with amendments to specific tracts and blocks made by Vice Mayor Shirek and to direct the City Clerk to prepare the redistricting ordinance for Council adoption at the meeting of October 9, 2001.

The Draft General Plan and Final Environmental Impact Report were distributed on September 13, 2001 and are available at the Planning Department.
