City Manager Recommendation: Conduct the continued public hearing on the Draft General Plan, and at the conclusion, take the following actions: 1) schedule a Council discussion of policy issues at the regularly scheduled meetings of November 27, and December 11 and 18, 2001; 2) waive Council rules to consider action matters at the meeting of December 18, 2001 (regular Public Hearing night); and 3) prepare to take final action on the Draft General Plan and EIR on December 18, 2001.
