the lease, for space at 1013 Pardee #105, to be used for the storage
of trucks, emergency supplies and equipment.

the Cooperative Funding Agreement with the State of California

$800,000 of State TEA funds, for a total State contribution of
$3,500,000 for the construction of the Berkeley Bay Trail.

17th Annual Telegraph Avenue Holiday Street Fair

Recommendation: Adopt
a Resolution 1) waiving event, sound and insurance fees associated
with the fair; 2) allowing an exemption to Berkeley Municipal Code (BMC)
section 20.24.040, thereby allowing a banner to be hung across
Telegraph Avenue and vertical banners on light poles advertising the
event; 3) extending the sound permit from 11-6 PM.; 4) closing
Telegraph Avenue from Dwight to Bancroft allowing only cross traffic
through; 5) approving the City’s provision of the following in-kind
services for the Holiday event: 4 portable toilets provided by Public
Works, dumpster and Solid Waste services, traffic signage and traffic
engineering services, and assistance from Public Works in the hanging
of banners; and contributing $2,500 to the Holiday Fair for its
continued success.

Amendment: Effective Date
of Redistricting

Request the City Manager develop a charter amendment
providing that redistricting occur at a date after adjustments
to the census count, if any, have been received, with elections from
the new districts to be held at the next general election following
this revised redistricting process; the amendment to be placed on the
March 2002 ballot and worded such that, if approved by the voters, the
charter amendment becomes effective immediately, and all current
redistricting plans are voided, and old council districts remain in
effect while new redistricting process takes place.

Warning Siren
for Jet Fuel Pipeline (to be delivered)

Reimbursement
by University of California for Costs from Campus Incidents

1) Endorse the October 16 letter from Mayor Dean to UC
Chancellor Berdahl requesting reimbursement for costs and damages
incurred by the City as a consequence of campus social events
sponsored by the University and held on campus but spilling over onto
City streets; 2) include endorsement for the reimbursement of local
businesses, property owners, and individuals for their costs and
damages arising from the event; 3) establish this reimbursement as
official City policy; and 4) refer this matter to the City Manager
with a request that he explore the ramifications and details of the
reimbursement policy and arrangements, and report back on progress
made.

Traffic Safety

immediately examine the traffic situation at Sixth and Virginia and
determine what interim or permanent measures might be implemented to
enhance the safety of that intersection.

School Traffic
Safety Plans

Request the City Manager 1) review progress on filing
school traffic safety plans; 2) determine what the City needs to do to
increase the effectiveness of those plans, including:
the installation of warning signs that drivers are in School
Zones and need to decrease speed and enforcement of speed laws around
schools and major street crossings to school zones; 3) do this on a
systematic basis, starting with elementary public and private schools
in the South quadrant of the City and moving northward, then reviewing
intermediate school plans, and finally high schools; and 4) make
reports to the 2x2 Committee on an incremental basis, with a final
report to be made to Council.

Aid Agreements of Oakland Fire Station Rebuilding

Berkeley’s mutual aid agreements of the City of Oakland proposal to
temporarily reduce both the number of firefighters on duty and
equipment available while their 51st Street Station in
North Oakland (Station 8) is rebuilt; and, if there is a negative
impact, express our concern and consider what assistance, if any,
Berkeley might be able to offer or what measures Berkeley should take
internally to lessen that impact.
