A.    The City Manager may adopt reasonable rules and guidelines implementing the provisions and intent of this ordinance before the operative date of this chapter and may amend these rules and guidelines from time to time. The City Manager shall periodically review the inspection process and track enforcement of the chapter.

    B.    The City Manager shall engage in public education and assistance to encourage the installation of cost-effective energy conservation standards in commercial property, and shall maintain an educational campaign targeted at building owners and tenants to provide information on the economic benefits of building energy conservation measures.
