The maximum total cost of the energy conservation measures required by this chapter to be installed upon a major renovation of a commercial building is the lesser of five percent of the total construction cost of such major renovation as reflected in all building permits concerning such renovation, or one percent of the assessed value of the entire building prior to such renovation.
