Upon the sale of any commercial building or major renovation thereto, the energy conservation measures specified in Section 19.72.090 of this chapter shall be installed subject to the maximum expenditure limits set forth in Sections 19.72.050 and 19.72.060, and the credits and exemptions thereto, set forth in Sections 19.72.070 and 19.72.080 respectively.
