Landlord appeals a hearing examiner decision ordering her to refund a total of $4,010.42 in rent overcharges due to illegally high rent and $893.66 in security deposit overcharges.  The decision also clarified that the monthly rent ceiling for the unit is $803.17 and the landlord must return all post-October 2011 rent collected in excess of that amount.  On appeal, the landlord submits a great deal of new evidence and argues that the Board should overturn the hearing examiner’s decision due to overriding principles of justice.  A review of the record establishes that the hearing examiner correctly ruled on the issues in the record.  Therefore, the decision should be affirmed.
