The Berkeley Election Reform Act (BERA) was adopted in 1974 by the voters of Berkeley. The Berkeley Election Reform Act governs many aspects of campaign finance in the City of Berkeley and establishes the Fair Campaign Practices Commission to enforce its provisions.
